Tempus is the European Union’s programme which supports the modernisation of higher education in the Partner Countries of Eastern Europe, Central Asia, the Western Balkans and the Mediterranean region, mainly through university cooperation projects.

Cardiff Metropolitan university is coordinating a three year project with Egypt, Lebanon, Tunisia and Morocco, Italy and Greece on the topic of Leadership in Higher Education Management. The project is supported by the four Arab Ministries, the Magna Charta Observatory, the UK Leadership Foundation, the Arab Network for Quality Assurance Agencies and the Association of Arab Universities
